About ICCC

 

International Council for Computer Communication

ICCC was an international council of just under 100 governors, each a senior respected contributor to computer communication, its applications, or related fields. Governors come from industry, academia and governments in over 30 countries. ICCC's strength lies in the multinational and multidisciplinary character of its governors. ICCC was an Affiliate Member of the International Federation for Information Processing (IFIP) and the Internet Society.  ICCC Vision ICCC strives for a world in which global and regional policies give every community access to communication technologies and applications that will enhance life.

 

ICCC Mission

ICCC's mission was to shape the future of global communications by advocating those policies, applications, and research that will positively influence the social, cultural and economic impacts of computer communication. ICCC represents all regions of the world, covering the many disciplines, interests and fields of endeavor related to computer communication.

 

Governance

The primary elements of ICCC’s governance structure are the Council of Governors and its Executive Committee. A Conference Committee, a Publications Committee, adhoc committees, and a regional office in Mumbai, India, currently support these bodies.

 

Council of Governors

ICCC governors are elected to terms of six years by Governors-in-office. Candidates are drawn from all disciplines, interests and fields of endeavor related to computer communication, e.g., scientists, technologists, equipment and system developers, service providers, users, economists, lawyers, and government officials. Council deliberations often are enriched by widely differing views on both technical and non-technical issues. Governors, who are chosen on the basis of their willingness and ability to further the aims of ICCC, meet annually as a body, at which time new governors are elected. By statute the Council of Governors was limited to 125 members.

 

Conference Program and Organizing Committees

Large conferences are jointly managed by a Program Committee and a local Organizing Committee. Typically, a governor, assigned by the Executive Committee, leads the Program Committee and a person local to the conference site heads the Organizing Committee. A formal proposal was required for a flagship (biennial) conference. Topical and regional conferences are approved more informally due to their generally smaller size.

Staff

No ICCC governor, even if holding an officer position, was paid for his or her service to ICCC. One part-time employee serves as manager of ICCC’s Regional Office in Mumbai, India. In addition to communicating official business to the Governors and supporting the Executive Committee in setting up meeting and teleconferencing arrangements, the Mumbai manager was responsible for order fulfilment for ICCC publications, most of which are warehoused and shipped from Mumbai.

 

Principal Activity

The biennial International flagship Conferences on Computer Communication are the major events sponsored by ICCC and hosted in different countries each time in collaboration with local professional societies or Government. They constitute excellent forums for presentation of viewpoints, projection of needs, debate on issues and reporting of plans and accomplishments. A record of past conferences follows:

Executive Committee

An Executive Committee promotes the goals and administers the operations of ICCC. Officers are elected for two-year terms from among the governors. They meet via teleconference every other month and meet face-to-face annually.
